districts. The candidate who spent the most money won in 40 of these
52 races (77%). Democrats won 11 of the 12 seats won by the lesser-funded
candidate. Winners outraised losers by a ratio of more than 2:1.
The average winner raised more than $100,000 more than the $90,038
raised by the average loser.
